GUANTANAMO, CUBA: Picture taken 24 October 1990 of US Marine private first class Alex Escoto looking through binoculars knows as "big eyes" from the north-east gate of the US Navy base at Guantanamo Bay, Cuba. US forces will soon begin to transfer detained al-Qaeda and Taliban fighters from Afghanistan to the US Navy base at Guantanamo Bay, where a maximum security facility is being built to hold up to 2,000 prisoners, the Pentagon said 08 January 2002. US President Theodore Roosevelt signed an agreement with Cuba 23 February 1903 to lease the military post at Guantanamo Bay. Washington agreed to pay Cuba 2,000 gold coins per year for the base, a sum now valued at 4,085 dollars. The Cuban however have refused to cash the checks from the US. The base provides logistical support for US ships and aircraft that conducts counter-narcotics operations in the Caribbean. Between 1994 and 1996, the Guantanamo Bay post harbored nearly 50,000 Cubans and Haitians refugees who had been trying to reach the United States. Since 3 December 1992, the UN autorised US troops to deploy in Somalia in order to restore peace after civil anarchy caused by roving gangs gunmen attached to local warlords.
